聚焦民生需求，大力发展家政、养老、托育等生活性服务，织密便民商业服务网点，释放“一老一小”消费潜力。
持续提升离境退税便利化水平，激发入境消费新活力。

拓展优质消费空间。
以奥林匹克中心区、CBD×三里屯国际消费体验区、“两河一带”滨水经济区三大片区为重点，高质量实施行动计划、建设方案，推动蓝岛大厦、世贸天阶等一批商业体改造升级，打造活力商圈、精品街区、新型社区商业、公园消费场景，构建全域联动、全时精彩、多业融合的消费空间。
优化消费环境。
完善促进消费生态体系，筑牢就业、社保等民生保障根基，多渠道增强居民消费能力，加大直达消费者的普惠政策力度，强化消费者权益保护，让群众“能消费、敢消费、愿消费”。持续优化营商环境，提高对消费经营主体的政务服务质效，创新监管执法方式，营造优质优价、良性竞争的市场秩序。

国际城市战略发展合作中心 ICS（International City Strategic Development&Cooperation Center）
ICS以“国际视野、战略引领、城市合作、持续发展”为使命，支持全球城市践行全球发展、安全、文明、治理倡议，是具有国际组织功能的中国特色新型智库。
ICS 2020年成立于北京，2025年由香港特区政府注册处批准在港设立，由学术研究机构转型为国际组织型智库，设北京、上海、香港、纽约、伦敦、约堡办公室。
ICS以“创新驱动、智慧赋能、生态友好、韧性守护、诗意栖居、文明互鉴”为愿景，开创“全球城市学”新域，建构全球化现代化城市，支持国际消费中心、国际文化中心、国际科创中心与国际交往中心建设。
ICS咨委会、理事会由100位全球知名城市市长、国际政要、智库学者、企业家、艺术家组成。领导机构为理事会、秘书处；研究机构为学术委员会。
About ICS
With mission of "international vision, strategic leadership, city cooperation, and sustainable development," ICS(International City Strategic Development&Cooperation Center) supports global cities in implementing “global development, security, civilization, and governance initiatives”. It is a Chinese-characteristic new think tank with international organization functions.
ICS was established in Beijing in 2020 and was approved for establishment in Hong Kong by the Registrar of the Hong Kong Special Administrative Region Government in 2025. It transitioned from an academic research institution to an international organization-type think tank, with offices in Beijing, Shanghai, Hong Kong, New York, London, and Johannesburg.
ICS envisions a modernized people's city development with a focus on "innovation-driven, smart empowerment, ecological friendliness, resilience protection, poetic habitation, and cultural mutual learning," thereby pioneering a new domain of "global city studies" and constructing globalized, modernized cities, supporting the construction of international consumption center，international cultural center, international innovation center and international exchange center.
The ICS Advisory Committee and Council consist of 100 prominent mayors around the world, international figures, scholars, entrepreneurs, and artists. The governing bodies are the Council and the Secretariat; the research institution is the Academic Committee.
