“十五五”规划启程之际，国际消费中心城市建设与国际消费环境培育已经为中国启动内需、构建国内大市场、促进国际国内双循环的关键举措。继2021年在京、津、沪、渝、穗五城开展国际消费中心城市培育建设之后，商务部于2025年底将15个城市纳入国际化消费环境建设试点。南京、杭州、厦门、青岛、武汉、长沙、深圳、成都、昆明、西安入选国际消费城市建设新梯队。第二批国际消费中心城市培育对象将从新十城中诞生。

01 比亚迪的故事
正是深圳宏大叙事的缩影
在深圳湾畔一座摩天大楼的顶层，马凯硕遥望对岸蜿蜒的灯带问South记者：“那就是香港，对吗？”
50年前，他曾从香港眺望如今脚下的这片土地。“那时，深圳一无所有，我看到的只有稻田、青草和耕作的农民。”马凯硕说，“没想到50年过去，这座城市的天际线已能与纽约比肩。”

这位常被誉为“亚洲世纪的缪斯”的资深外交官认为，在2026年的APEC会议上，深圳这座城市本身将成为核心议题，给世界带来不同的灵感。
他认为，这样的“灵感”首先藏在产业的跃升之中。在比亚迪，他试驾新款车型、观摩刀片电池针刺实验，切身感受这家深圳本土企业从技术安全到驾乘体验的全面突破。“我可能会买一辆比亚迪作为我的下一台车。”马凯硕说。
这家起步于“大哥大”电池的公司，在30年间，乘着改革开放的东风，已成长为业务覆盖116个国家和地区的新能源巨头。“比亚迪的故事正是深圳宏大叙事的缩影——一个关于创新与决心的故事。”马凯硕评价道。
2025年是深圳经济特区建立45周年。45年来，深圳以拔节向上般的速度发展，地区生产总值从1980年的2.7亿元提升到2024年的36801.87亿元，按不变价计算，年均增长18.8%，经济总量居全国内地城市第三位。
目前，深圳正朝着2035年成为我国建设社会主义现代化强国的城市范例的远景目标迈进。

02 政府全局式统筹
是中国经济特区的核心优势
深圳的“灵感”也写在制度创新里。在前海深港青年梦工场，马凯硕走访创业公司，与港资企业代表交流。“每月每平方米一元”的租金与全链条创业支持体系令他印象深刻。“这可能是全世界最低的租金。”马凯硕感叹，“这些举措令人钦佩，值得其他国家学习。”
为深化粤港澳合作并为香港拓展发展空间，中央政府于2010年成立前海深港现代服务业合作区，推进两地规则衔接与机制对接。目前，前海已吸引超万家港资企业落户，累计注册资本逾8000亿元。
在马凯硕看来，深圳发展的45年也是深港关系从香港单向“辐射”转变为双向赋能、共生共荣的历程。
在深圳（龙华）国际合作中心，马凯硕详细了解了政府如何通过一站式服务，系统性解决企业从设立到成长过程中的各类问题。“这种服务模式在新加坡被证明非常成功，如今我在深圳看到了同样高效的版本。”马凯硕指出，中国经济特区的一个核心优势，就在于政府的全局式统筹——“不仅仅是经济部门在推动，而是整个治理系统都为创新提供支撑，从而成功构建了一个能够持续孕育新企业和企业家的生态系统”。

大湾区的产业体系
已走在世界前列
深圳的“灵感”更洋溢在开放的活力中。这座平均年龄仅32.5岁的城市，每十人中就有一名创业者，90%以上的创新型企业都是本土企业。
在雷鸟创新，马凯硕戴上AR眼镜，亲身体验了何为“现实的延伸”：眼前实时浮现翻译文字，可以轻松进行第一视角拍摄、浏览抖音，眼镜还内置了AI助手……这家成立仅三年的企业目前已占据全球近四成的市场份额。
45年来，深圳产业不断向中高端水平迈进。全市国家高新技术企业数量突破2.5万家，PCT国际专利申请量连续20年居全国城市首位。

移步万象天地，马凯硕漫步于国际潮牌与品牌首店之间，在灯火通明的商场里感受深圳蓬勃的夜间消费活力。“深圳确实是一个非常开放包容的城市。我们一直希望为深圳消费者打造一个高度创新的空间。”深圳万象天地的招商统筹人许娜娜指向四周，“这里有16家旗舰店，都是各品牌在华南或中国的首店。”
“过去两年我们经营情况非常好，尤其是去年，我们实现了69亿元的年销售额。”许娜娜透露，“今年的增长率也非常好，目前是25%。”
听到这组令人印象深刻的数字，马凯硕十分感慨：“最让我惊讶的是粤港澳大湾区的产业已如此先进。很明显，在一些领域，你们已不是在追赶其他国家，而是走在前面。”

在全球增长乏力的今天，马凯硕在深圳看到了关于发展的另一种答案。他坦言：“西方世界似乎已不再将进步视为首要目标，但全球88%的人口生活在西方之外，他们依然渴望发展。”他认为，深圳成为经济特区45年来完成的跨越，为其他发展中国家提供了一个可见、可剖析的发展范本。“对于那些仍在寻找出路的国家，尤其是面临贫困挑战的国家，深圳的故事提供了至关重要的信心与参照。”
夜幕之下，深圳湾灯火如织，连接起两岸。从稻田到“硅谷”，数十年的变迁浓缩于此。马凯硕的结论简洁而又笃定：“在这里，世界将找到关于发展的真正启示。”

It is a Chinese-characteristic new think tank with international organization functions.
ICS was established in Beijing in 2020 and was approved for establishment in Hong Kong by the Registrar of the Hong Kong Special Administrative Region Government in 2025. It transitioned from an academic research institution to an international organization-type think tank, with offices in Beijing, Shanghai, Hong Kong, New York, London, and Johannesburg.

About ICS
With mission of "international vision, strategic leadership, city cooperation, and sustainable development," ICS(International City Strategic Development&Cooperation Center) supports global cities in implementing “global development, security, civilization, and governance initiatives”. It is a Chinese-characteristic new think tank with international organization functions.
ICS was established in Beijing in 2020 and was approved for establishment in Hong Kong by the Registrar of the Hong Kong Special Administrative Region Government in 2025. It transitioned from an academic research institution to an international organization-type think tank, with offices in Beijing, Shanghai, Hong Kong, New York, London, and Johannesburg.

“十五五”规划启程之际，国际消费中心城市建设与国际消费环境培育已经为中国启动内需、构建国内大市场、促进国际国内双循环的关键举措。继2021年在京、津、沪、渝、穗五城开展国际消费中心城市培育建设之后，商务部于2025年底将15个城市纳入国际化消费环境建设试点。南京、杭州、厦门、青岛、武汉、长沙、深圳、成都、昆明、西安入选国际消费城市建设新梯队。第二批国际消费中心城市培育对象将从新十城中诞生。

01 比亚迪的故事
正是深圳宏大叙事的缩影
在深圳湾畔一座摩天大楼的顶层，马凯硕遥望对岸蜿蜒的灯带问South记者：“那就是香港，对吗？”
50年前，他曾从香港眺望如今脚下的这片土地。“那时，深圳一无所有，我看到的只有稻田、青草和耕作的农民。”马凯硕说，“没想到50年过去，这座城市的天际线已能与纽约比肩。”

这位常被誉为“亚洲世纪的缪斯”的资深外交官认为，在2026年的APEC会议上，深圳这座城市本身将成为核心议题，给世界带来不同的灵感。
他认为，这样的“灵感”首先藏在产业的跃升之中。在比亚迪，他试驾新款车型、观摩刀片电池针刺实验，切身感受这家深圳本土企业从技术安全到驾乘体验的全面突破。“我可能会买一辆比亚迪作为我的下一台车。”马凯硕说。
这家起步于“大哥大”电池的公司，在30年间，乘着改革开放的东风，已成长为业务覆盖116个国家和地区的新能源巨头。“比亚迪的故事正是深圳宏大叙事的缩影——一个关于创新与决心的故事。”马凯硕评价道。
2025年是深圳经济特区建立45周年。45年来，深圳以拔节向上般的速度发展，地区生产总值从1980年的2.7亿元提升到2024年的36801.87亿元，按不变价计算，年均增长18.8%，经济总量居全国内地城市第三位。
目前，深圳正朝着2035年成为我国建设社会主义现代化强国的城市范例的远景目标迈进。

02 政府全局式统筹
是中国经济特区的核心优势
深圳的“灵感”也写在制度创新里。在前海深港青年梦工场，马凯硕走访创业公司，与港资企业代表交流。“每月每平方米一元”的租金与全链条创业支持体系令他印象深刻。“这可能是全世界最低的租金。”马凯硕感叹，“这些举措令人钦佩，值得其他国家学习。”
为深化粤港澳合作并为香港拓展发展空间，中央政府于2010年成立前海深港现代服务业合作区，推进两地规则衔接与机制对接。目前，前海已吸引超万家港资企业落户，累计注册资本逾8000亿元。
在马凯硕看来，深圳发展的45年也是深港关系从香港单向“辐射”转变为双向赋能、共生共荣的历程。
在深圳（龙华）国际合作中心，马凯硕详细了解了政府如何通过一站式服务，系统性解决企业从设立到成长过程中的各类问题。“这种服务模式在新加坡被证明非常成功，如今我在深圳看到了同样高效的版本。”马凯硕指出，中国经济特区的一个核心优势，就在于政府的全局式统筹——“不仅仅是经济部门在推动，而是整个治理系统都为创新提供支撑，从而成功构建了一个能够持续孕育新企业和企业家的生态系统”。

大湾区的产业体系
已走在世界前列
深圳的“灵感”更洋溢在开放的活力中。这座平均年龄仅32.5岁的城市，每十人中就有一名创业者，90%以上的创新型企业都是本土企业。
在雷鸟创新，马凯硕戴上AR眼镜，亲身体验了何为“现实的延伸”：眼前实时浮现翻译文字，可以轻松进行第一视角拍摄、浏览抖音，眼镜还内置了AI助手……这家成立仅三年的企业目前已占据全球近四成的市场份额。
45年来，深圳产业不断向中高端水平迈进。全市国家高新技术企业数量突破2.5万家，PCT国际专利申请量连续20年居全国城市首位。

移步万象天地，马凯硕漫步于国际潮牌与品牌首店之间，在灯火通明的商场里感受深圳蓬勃的夜间消费活力。“深圳确实是一个非常开放包容的城市。我们一直希望为深圳消费者打造一个高度创新的空间。”深圳万象天地的招商统筹人许娜娜指向四周，“这里有16家旗舰店，都是各品牌在华南或中国的首店。”
“过去两年我们经营情况非常好，尤其是去年，我们实现了69亿元的年销售额。”许娜娜透露，“今年的增长率也非常好，目前是25%。”
听到这组令人印象深刻的数字，马凯硕十分感慨：“最让我惊讶的是粤港澳大湾区的产业已如此先进。很明显，在一些领域，你们已不是在追赶其他国家，而是走在前面。”

在全球增长乏力的今天，马凯硕在深圳看到了关于发展的另一种答案。他坦言：“西方世界似乎已不再将进步视为首要目标，但全球88%的人口生活在西方之外，他们依然渴望发展。”他认为，深圳成为经济特区45年来完成的跨越，为其他发展中国家提供了一个可见、可剖析的发展范本。“对于那些仍在寻找出路的国家，尤其是面临贫困挑战的国家，深圳的故事提供了至关重要的信心与参照。”
夜幕之下，深圳湾灯火如织，连接起两岸。从稻田到“硅谷”，数十年的变迁浓缩于此。马凯硕的结论简洁而又笃定：“在这里，世界将找到关于发展的真正启示。”

01 比亚迪的故事
正是深圳宏大叙事的缩影
在深圳湾畔一座摩天大楼的顶层，马凯硕遥望对岸蜿蜒的灯带问South记者：“那就是香港，对吗？”
50年前，他曾从香港眺望如今脚下的这片土地。“那时，深圳一无所有，我看到的只有稻田、青草和耕作的农民。”马凯硕说，“没想到50年过去，这座城市的天际线已能与纽约比肩。”

这位常被誉为“亚洲世纪的缪斯”的资深外交官认为，在2026年的APEC会议上，深圳这座城市本身将成为核心议题，给世界带来不同的灵感。
他认为，这样的“灵感”首先藏在产业的跃升之中。在比亚迪，他试驾新款车型、观摩刀片电池针刺实验，切身感受这家深圳本土企业从技术安全到驾乘体验的全面突破。“我可能会买一辆比亚迪作为我的下一台车。”马凯硕说。
这家起步于“大哥大”电池的公司，在30年间，乘着改革开放的东风，已成长为业务覆盖116个国家和地区的新能源巨头。“比亚迪的故事正是深圳宏大叙事的缩影——一个关于创新与决心的故事。”马凯硕评价道。
2025年是深圳经济特区建立45周年。45年来，深圳以拔节向上般的速度发展，地区生产总值从1980年的2.7亿元提升到2024年的36801.87亿元，按不变价计算，年均增长18.8%，经济总量居全国内地城市第三位。
目前，深圳正朝着2035年成为我国建设社会主义现代化强国的城市范例的远景目标迈进。

02 政府全局式统筹
是中国经济特区的核心优势
深圳的“灵感”也写在制度创新里。在前海深港青年梦工场，马凯硕走访创业公司，与港资企业代表交流。“每月每平方米一元”的租金与全链条创业支持体系令他印象深刻。“这可能是全世界最低的租金。”马凯硕感叹，“这些举措令人钦佩，值得其他国家学习。”
为深化粤港澳合作并为香港拓展发展空间，中央政府于2010年成立前海深港现代服务业合作区，推进两地规则衔接与机制对接。目前，前海已吸引超万家港资企业落户，累计注册资本逾8000亿元。
在马凯硕看来，深圳发展的45年也是深港关系从香港单向“辐射”转变为双向赋能、共生共荣的历程。
在深圳（龙华）国际合作中心，马凯硕详细了解了政府如何通过一站式服务，系统性解决企业从设立到成长过程中的各类问题。“这种服务模式在新加坡被证明非常成功，如今我在深圳看到了同样高效的版本。”马凯硕指出，中国经济特区的一个核心优势，就在于政府的全局式统筹——“不仅仅是经济部门在推动，而是整个治理系统都为创新提供支撑，从而成功构建了一个能够持续孕育新企业和企业家的生态系统”。

大湾区的产业体系
已走在世界前列
深圳的“灵感”更洋溢在开放的活力中。这座平均年龄仅32.5岁的城市，每十人中就有一名创业者，90%以上的创新型企业都是本土企业。
在雷鸟创新，马凯硕戴上AR眼镜，亲身体验了何为“现实的延伸”：眼前实时浮现翻译文字，可以轻松进行第一视角拍摄、浏览抖音，眼镜还内置了AI助手……这家成立仅三年的企业目前已占据全球近四成的市场份额。
45年来，深圳产业不断向中高端水平迈进。全市国家高新技术企业数量突破2.5万家，PCT国际专利申请量连续20年居全国城市首位。

移步万象天地，马凯硕漫步于国际潮牌与品牌首店之间，在灯火通明的商场里感受深圳蓬勃的夜间消费活力。“深圳确实是一个非常开放包容的城市。我们一直希望为深圳消费者打造一个高度创新的空间。”深圳万象天地的招商统筹人许娜娜指向四周，“这里有16家旗舰店，都是各品牌在华南或中国的首店。”
“过去两年我们经营情况非常好，尤其是去年，我们实现了69亿元的年销售额。”许娜娜透露，“今年的增长率也非常好，目前是25%。”
听到这组令人印象深刻的数字，马凯硕十分感慨：“最让我惊讶的是粤港澳大湾区的产业已如此先进。很明显，在一些领域，你们已不是在追赶其他国家，而是走在前面。”

在全球增长乏力的今天，马凯硕在深圳看到了关于发展的另一种答案。他坦言：“西方世界似乎已不再将进步视为首要目标，但全球88%的人口生活在西方之外，他们依然渴望发展。”他认为，深圳成为经济特区45年来完成的跨越，为其他发展中国家提供了一个可见、可剖析的发展范本。“对于那些仍在寻找出路的国家，尤其是面临贫困挑战的国家，深圳的故事提供了至关重要的信心与参照。”
夜幕之下，深圳湾灯火如织，连接起两岸。从稻田到“硅谷”，数十年的变迁浓缩于此。马凯硕的结论简洁而又笃定：“在这里，世界将找到关于发展的真正启示。”
