AI（人工智能）是未来全球服务业的“新质”引擎，居于科创界联结全球先进制造业、现代服务业的交汇点。硅谷、旧金山、纽约湾区位于全球AI第一阵营，Open AI、Anthropic、与谷歌、微软极大提升了美国科技企业的全球领导力。AI与全球文旅、健康、养老、教育、培训、休闲、娱乐、影视业跨界融合，一个以AI为核的现代服务消费生态加速成长。
文旅融合、旅居融合、医养融合正在推动世界第二大经济体中国规模巨大的内需潜能。中国文旅、养老、健康市场规模分别达5万亿、10万亿、15万亿级，消费潜力巨大但有效供给不足。2024年，中国国内旅游人次56亿，旅游花费5.7万亿元，6省旅游业收入超1万亿；入境旅游人数1.32亿，游客花费近1000亿美元；但文旅与养老、健康行业壁垒高筑，未形成开放共享协作的生态圈效应。每年千万级高端文旅、养老、健康消费者流向国际市场，万亿级消费流入外循环，内循环运转不畅。

一．AI为核，美国三大湾区培育全球康养目的地
科技与创意居于文旅产品、养老服务“微笑曲线”两端。截至2024年末，中国60岁以上人口达3.1亿人，占总人口比例22%。银发族、退休群体的消费频次、消费额度在中国文旅市场比例越来越高。文旅、养老产业如何跨界融合，构建新消费场景？如何挖掘用户深层需求，提高生活质量、生命质量，从传统服务业跃升为科技型服务业，创造新消费生态？
2024—2025年，ICS高级研究员及课题组赴硅谷和旧金山、纽约、迈阿密三大湾区、夏威夷国际旅游岛调研，考察体验美国科技、文旅、养老和医疗健康产业。文旅、养老、健康产业虽各具特质，却拥有彼此交叉的大市场，产业链交织，同构生态系统。AI为核的科技创新正在成为文旅、养老、健康产业的最佳交汇点。
美国是最早进入老龄化社会的超大发达经济体，65岁以上者约6000万，人口占比18%，高于中国（2024年末为15.6%）。美国医疗保健、文化旅游、休闲娱乐、社区服务产业化水平高，AI科技融合度深，不仅满足了美国国内需求，也吸引全球高端人群赴美检测、治疗、康养。
在纽约、旧金山、迈阿密都市圈，谷歌、苹果、亚马逊、迪士尼、 微软及健康、医疗科技初创公司以AI驱动文旅、养老、医疗、健康产业融合发展，给主题公园、养老社区、医疗机构、健康监测、居家环境带来丰富的应用场景，提升了文旅体验、生活质量和诊疗效果、预测准确率。

The Villages at Doral等养老社区以记忆护理服务著称，AI科技持续提升其记忆护理质量，减轻了阿尔茨海默症影响。National Club Doral等高尔夫俱乐部与医疗机构合作，配备AI康复、检测、治疗系统，将体育、旅游、健康、养老功能融合，为全球高尔夫产业带来了新模式。
Winterlight Labs通过分析老龄用户的语言模式（语速、语汇、词汇），利用自然语言处理（NLP）技术早期检测；BrainKey结合MRI影像和深度学习算法预测，对认知衰退风险、阿尔茨海默病和老年痴呆症检测的准确率高达90%；Apple Watch + 研究应用，通过传感器数据如震颤、步态监测帕金森症状，调整治疗方案；AI步态分析系统通过摄像头、可穿戴设备分析行走模式，监测早期运动功能障碍。

三．AI＋康养，下一个独角兽孵化器
利用人工智能（AI）技术治疗老年人疾病领域近年取得了显著进展，尤其在慢性病管理、早期诊断、个性化治疗和护理支持等方面。Open AI、Anthropic、Inflection AI 、Figure AI、Character AI等头部公司则在基础模型、开源模型、伦理AI、垂直领域应用、企业解决方案等方面发挥引领作用。

ICS was established in Beijing in 2020 and was approved for establishment in Hong Kong by the Registrar of the Hong Kong Special Administrative Region Government in 2025. It transitioned from an academic research institution to an international organization-type think tank, with offices in Beijing, Shanghai, Hong Kong, New York, London, and Johannesburg.

七里海湿地生态保护成效评估成果发布日前在天津市宁河区举行。中国环境科学研究院副院长全占军，国际城市战略发展中心（ICS）总干事、国家信息中心国际信息研究所高级研究员秦刚，宁河区委书记白凤祥出席。
秦刚做题为《塑造首都都市圈“生态双肺”IP 构建京津国际消费生态新场景》专题分享，为宁河区在京津冀协同发展大局中如何构建生态消费场景、打造绿色价值系统提出路径和构想。
就在一个月前，ICS联合新京报新京智库发布的《京津冀协同建设现代化首都都市圈国际消费双中心城市》研究报告指出，宁河七里海湿地与雄安新区白洋淀，共同构成首都都市圈生态版图的“两叶绿肺”。ICS和高端智库专家此次调研正是基于这一最新定位，为宁河区的生态价值转化谋划路径。
“生态双肺”：从功能支撑到全球IP
此次发布会上，中国环境科学研究院发布了七里海湿地生态状况调查与评估成果。
这份耗时数月、深入一线完成的评估报告，用翔实的数据证明：历经十余年持续治理，七里海湿地生态系统实现历史性好转，生物多样性水平显著提升，已从过去的“伤痕湿地”蝶变为“物种天堂”。七里海湿地鸟类种类已从182种增至308种，水源涵养量十年间增长近5倍，固碳总量实现翻番，生态状况全面向好。生态系统综合服务价值从6.16亿元增至7.1亿元。
“这不仅是天津的绿肺，更是整个首都都市圈的‘双生态中心’。”秦刚强调，雄安有白洋淀，天津有七里海，这两片“叶子”构成了世界上唯一一个拥有双绿肺、双中心的现代化首都都市圈。基于此，国际城市战略发展中心ICS提出了塑造首都都市圈“生态双肺”IP的核心主张，并指出宁河应借此契机，构建面向京津乃至国际的消费生态新场景。
重构价值：发展“四大价值链”
如何补上绿色消费、生态消费、服务消费、情绪消费短板，构建现代化首都都市圈国际消费格局？秦刚总干事详细阐述了宁河区在首都都市圈建设中应着力发展的“四大价值链”。
第一，强化生态价值链，兑现生态服务价值。
宁河应以“生态+”为引领，依托七里海这一核心资源，构建农文体商学旅深度融合的产业集群。从生态科普、研学教育到生态体育和康养休闲，弥补首都都市圈在“情绪消费”和“绿色消费”领域的短板。宁河可与雄安新区携手，共同保护好这“两叶绿肺”，为京津冀提供绿色样本、生态产品、生态服务，逐步兑现生态服务价值。
第二，提升物种价值链。
宁河是首都都市圈当之无愧的“种业之都”和“米袋子”。优越的生态环境孕育了七里海河蟹、宁河大米、红瑶甘薯等地标产品。宁河应依托“津沽七里海”这一区域品牌，将优质物种资源转化为具有全球竞争力的商品，让“津产好物”走向世界市场。
第三，激活消费价值链。
“在寸土寸金的首都都市圈，保留如此大规模连片的生态空间，本身就是最高级的奢侈品。”秦刚认为，京津核心区不乏高端商业综合体，但恰恰缺乏真实的自然体验场景。“生态双肺”绿色发展区提供的运动、赛事、休闲、疗愈、骑行、露营、康养等“稀缺供给”，正是建设国际消费中心城市不可或缺的一环。2025年宁河接待游客超460万人次的成绩单，证明了生态本身就是强大的消费引力场。生态场景将带来国际游客、国际消费的持续提升。
第四，培育绿色科技价值链。
秦刚指出，宁河不应止步于简单的观光旅游。在北京（京津冀）国际科技创新中心建设的大背景下，宁河完全可以发挥生态场景优势。作为新技术落地的试验场，宁河应大力发展数字农业、生态农业、未来农业，引入国际科创资源，打造绿色科技价值链，实现“科技赋能生态，生态反哺科技”的良性循环。
宁河样本：从“都市绿肺”到“生态消费”
秦刚总干事的政策建议和ICS、新京智库研究报告已得到中央和国家有关部门重视及三地高度认同。
宁河正通过京津合作示范区及北京、河北“飞地经济”载体，加速融入京津冀协同发展大局。宁河将“生态立区”作为“十五五”开局之年的核心战略，正积极探索生态系统生产总值（GEP）核算机制，力图将七里海的“好生态”量化为一本“明白账”，真正打通“两山”转化的制度创新堵点。
这张价值清单不仅是对七里海生态成绩的检阅，更是一次发展理念的升级。在“十五五”的新征程上，宁河正通过重塑“生态双肺”IP，在京津冀之间找到一个“非我莫属”的生态消费坐标。

文旅融合、旅居融合、医养融合正在推动世界第二大经济体中国规模巨大的内需潜能。中国文旅、养老、健康市场规模分别达5万亿、10万亿、15万亿级，消费潜力巨大但有效供给不足。2024年，中国国内旅游人次56亿，旅游花费5.7万亿元，6省旅游业收入超1万亿；入境旅游人数1.32亿，游客花费近1000亿美元；但文旅与养老、健康行业壁垒高筑，未形成开放共享协作的生态圈效应。每年千万级高端文旅、养老、健康消费者流向国际市场，万亿级消费流入外循环，内循环运转不畅。

一．AI为核，美国三大湾区培育全球康养目的地
科技与创意居于文旅产品、养老服务“微笑曲线”两端。截至2024年末，中国60岁以上人口达3.1亿人，占总人口比例22%。银发族、退休群体的消费频次、消费额度在中国文旅市场比例越来越高。文旅、养老产业如何跨界融合，构建新消费场景？如何挖掘用户深层需求，提高生活质量、生命质量，从传统服务业跃升为科技型服务业，创造新消费生态？

在纽约、旧金山、迈阿密都市圈，谷歌、苹果、亚马逊、迪士尼、 微软及健康、医疗科技初创公司以AI驱动文旅、养老、医疗、健康产业融合发展，给主题公园、养老社区、医疗机构、健康监测、居家环境带来丰富的应用场景，提升了文旅体验、生活质量和诊疗效果、预测准确率。
全球养老、健康产业不仅包括养老社区和护理机构，还涵盖居家养老、社区养老、旅居养老等多种模式。养老、健康产业与文旅产业可以构建开放共享共赢的大产业生态。

美国第四大都市圈迈阿密人口600万，人均收入8万美元，是美国最富裕的大都市、退休人士最热门居住地。AI主导的产品、服务成为最强劲引擎。海湖庄园所在地西棕榈滩，被誉为南美“首都”，吸引了美国乃至中南美洲、中东、亚太高端客群。高科技康养社区、健康机构整合远程医疗、智能检测和物联网，提升护理、治疗、服务质量。
The Villages at Doral等养老社区以记忆护理服务著称，AI科技持续提升其记忆护理质量，减轻了阿尔茨海默症影响。National Club Doral等高尔夫俱乐部与医疗机构合作，配备AI康复、检测、治疗系统，将体育、旅游、健康、养老功能融合，为全球高尔夫产业带来了新模式。
Winterlight Labs通过分析老龄用户的语言模式（语速、语汇、词汇），利用自然语言处理（NLP）技术早期检测；BrainKey结合MRI影像和深度学习算法预测，对认知衰退风险、阿尔茨海默病和老年痴呆症检测的准确率高达90%；Apple Watch + 研究应用，通过传感器数据如震颤、步态监测帕金森症状，调整治疗方案；AI步态分析系统通过摄像头、可穿戴设备分析行走模式，监测早期运动功能障碍。

七里海湿地生态保护成效评估成果发布日前在天津市宁河区举行。中国环境科学研究院副院长全占军，国际城市战略发展中心（ICS）总干事、国家信息中心国际信息研究所高级研究员秦刚，宁河区委书记白凤祥出席。
秦刚做题为《塑造首都都市圈“生态双肺”IP 构建京津国际消费生态新场景》专题分享，为宁河区在京津冀协同发展大局中如何构建生态消费场景、打造绿色价值系统提出路径和构想。
就在一个月前，ICS联合新京报新京智库发布的《京津冀协同建设现代化首都都市圈国际消费双中心城市》研究报告指出，宁河七里海湿地与雄安新区白洋淀，共同构成首都都市圈生态版图的“两叶绿肺”。ICS和高端智库专家此次调研正是基于这一最新定位，为宁河区的生态价值转化谋划路径。
“生态双肺”：从功能支撑到全球IP
此次发布会上，中国环境科学研究院发布了七里海湿地生态状况调查与评估成果。
这份耗时数月、深入一线完成的评估报告，用翔实的数据证明：历经十余年持续治理，七里海湿地生态系统实现历史性好转，生物多样性水平显著提升，已从过去的“伤痕湿地”蝶变为“物种天堂”。七里海湿地鸟类种类已从182种增至308种，水源涵养量十年间增长近5倍，固碳总量实现翻番，生态状况全面向好。生态系统综合服务价值从6.16亿元增至7.1亿元。
“这不仅是天津的绿肺，更是整个首都都市圈的‘双生态中心’。”秦刚强调，雄安有白洋淀，天津有七里海，这两片“叶子”构成了世界上唯一一个拥有双绿肺、双中心的现代化首都都市圈。基于此，国际城市战略发展中心ICS提出了塑造首都都市圈“生态双肺”IP的核心主张，并指出宁河应借此契机，构建面向京津乃至国际的消费生态新场景。
重构价值：发展“四大价值链”
如何补上绿色消费、生态消费、服务消费、情绪消费短板，构建现代化首都都市圈国际消费格局？秦刚总干事详细阐述了宁河区在首都都市圈建设中应着力发展的“四大价值链”。
第一，强化生态价值链，兑现生态服务价值。
宁河应以“生态+”为引领，依托七里海这一核心资源，构建农文体商学旅深度融合的产业集群。从生态科普、研学教育到生态体育和康养休闲，弥补首都都市圈在“情绪消费”和“绿色消费”领域的短板。宁河可与雄安新区携手，共同保护好这“两叶绿肺”，为京津冀提供绿色样本、生态产品、生态服务，逐步兑现生态服务价值。
第二，提升物种价值链。
宁河是首都都市圈当之无愧的“种业之都”和“米袋子”。优越的生态环境孕育了七里海河蟹、宁河大米、红瑶甘薯等地标产品。宁河应依托“津沽七里海”这一区域品牌，将优质物种资源转化为具有全球竞争力的商品，让“津产好物”走向世界市场。
第三，激活消费价值链。
“在寸土寸金的首都都市圈，保留如此大规模连片的生态空间，本身就是最高级的奢侈品。”秦刚认为，京津核心区不乏高端商业综合体，但恰恰缺乏真实的自然体验场景。“生态双肺”绿色发展区提供的运动、赛事、休闲、疗愈、骑行、露营、康养等“稀缺供给”，正是建设国际消费中心城市不可或缺的一环。2025年宁河接待游客超460万人次的成绩单，证明了生态本身就是强大的消费引力场。生态场景将带来国际游客、国际消费的持续提升。
第四，培育绿色科技价值链。
秦刚指出，宁河不应止步于简单的观光旅游。在北京（京津冀）国际科技创新中心建设的大背景下，宁河完全可以发挥生态场景优势。作为新技术落地的试验场，宁河应大力发展数字农业、生态农业、未来农业，引入国际科创资源，打造绿色科技价值链，实现“科技赋能生态，生态反哺科技”的良性循环。
宁河样本：从“都市绿肺”到“生态消费”
秦刚总干事的政策建议和ICS、新京智库研究报告已得到中央和国家有关部门重视及三地高度认同。
宁河正通过京津合作示范区及北京、河北“飞地经济”载体，加速融入京津冀协同发展大局。宁河将“生态立区”作为“十五五”开局之年的核心战略，正积极探索生态系统生产总值（GEP）核算机制，力图将七里海的“好生态”量化为一本“明白账”，真正打通“两山”转化的制度创新堵点。
